WORKSHOP OF SOP AND KAK NATIONAL CLUSTER LOGISTICS AND EQUIPMENT



Logistics Cluster is a set of good organization of the public, government (TNI, Police, BASARNAS, BNPB) and business (logistics and disaster equipment) that work together to improve the response of logistics in emergency status.

BNPB Head in Regulation No: 10 of 2012 on the Management of Logistic Assistance in Emergency Disaster Status, Logistics Cluster aims:
  • Establish coordination and collaboration of community,
  • government and business to the readiness and availability of logistics,
  • improve logistics response to the emergency situation status,
  • identify gaps,
  • barriers  and duplication in the field of disaster relief logistics.
While in their duties:
  • collect,
  • analyze and disseminate information about logistics,
  • prepare and develop a plan of operation in the field of logistics, 
  • provide advice and technical assistance,
  • provide the facilities and the mobilization of the necessary logistics and coordinate the community,
  • government and business in the field of disaster management.

In the making of terms of reference (KAK) of the logistics cluster, it can be concluded needed :
  • rapid assessment or IT in logistics
  • establish communication networks between clusters,
  • establish coordination among the cluster of communication

At this workshop presented by part of the National Agency for Disaster Management (BNPB) and Humanitarian Forum Indonesia (HFI).

"Government Policy Logistics and Equipment in disaster alleviation"
In presentation by Mr. Raymond explained about:
The definition of disaster according to UU N0. 24/2007
“Event or series of events that threaten and disrupt the lives and livelihoods caused, both natural factors, non-natural or human, causing loss of life, environmental damage, property loss and psychological impact”
There are three pillars or components of disaster management actors, included:
  • Government or local government
  • Civil society
  • Organization of business                                                                                                    
Logistics Management System and Equipment (LOGPAL) :
  • Inventory needs
  • Procurement
  • Warehousing
  • Distribution
  • Carriage
  • Receiver destination
  • Deletion
  •  Accountability
Ease of access:
  • The movement of human resources
  • The movement of equipment
  • The movement of logistics
  • Immigration, customs and quarantine
  •  Licensing
  •  Procurement of goods or services

        "Humanitarian Forum Indonesia (HFI) In the National Logistic Cluster"
        
         The challenges of HFI:
  • Each member have the ability and resources are very diverse
  • The gap usually very wide between policy makers at the helm and in the field
  • The goods sometimes help from the community of the same type and numerous
Advantage of HFI:
  • Coordination routine that is already built trust
  •  Already know each other of accountability
  • Recognize the potential of each institution so that collaboration can be done quickly
Cluster logistic development of partnership program:
  • Partnership ADRRN, HCT, CDE, Planas PRB, the task force cluster
  • Partnership with BNPB, BPBD
  • Partnership with DRP (private sectore) and HIPMI
  • Partnership with media
  • Partnership with student forum
Information and resources on HFI:
  • information needs to be submitted HFI
  • sharing via email and whatsapp
  •  respon via email or whatsapp
  • field coordination
  •  implementation and reporting
HIFI expectations in national logistics cluster:
  • The main interest is getting know the potential of logistics and supplies in Indonesia so that it can enlarge and expand the range of programs for members of HFI
  • Able to reduce overlapping support and optimize existing resources

  •  Able to increase the member capacity , as specialy in logistics process
